Start in the outer ring, build your base, farm the island, run Oil Rig and Underwater Lab, and collect tiered loot drops to progress toward the Apartment Complex. The idea is that rooms are tiered from basement to penthouse, with higher floors becoming more expensive and the Penthouse acting as the main endgame goal. Master keys can be used to raid apartments, so even the tower is never completely safe. Apartment pricing and progression are still a work in progress. At the moment, Facepunch does not allow server owners to properly control Apartment Complex pricing, so the full concept cannot be balanced exactly as intended yet.
